The National Insurance Crime Bureau (NICB) is a North American non-profit membership organization headquartered in Des Plaines, Illinois as well as nine other national offices. It was created by the insurance industry to address insurance-related crime and works closely with law enforcement agencies. Much of NICB's focus is on vehicle theft and medical fraud.

History
With a 100-year heritage, the National Insurance Crime Bureau (NICB) is the nation's premier not-for-profit organization dedicated exclusively to fighting insurance fraud and crime.
NICB was formed in 1992 from a merger between the National Automobile Theft Bureau (NATB) and the Insurance Crime Prevention Institute (ICPI), both of which were not-for-profit organizations. The NATB, which managed vehicle theft investigations and developed vehicle theft databases for use by the insurance industry, dates to the early 20th century. The ICPI investigated insurance fraud for approximately 20 years before joining with the NATB to form the present National Insurance Crime Bureau.

Mission
To lead a united effort of insurers, law enforcement agencies and representatives of the public to prevent and combat insurance fraud and crime through data analytics, investigations, training, legislative advocacy and public awareness.
Membership
NICB membership includes more than 1,100 property-casualty insurance companies, vehicle rental companies, auto auctions, vehicle finance companies, self-insured organizations and strategic partners.
Beyond membership, nearly 400 employees work with law enforcement agencies, technology experts, government officials, prosecutors, international crime-fighting organizations and the public to lead a united effort to prevent and combat insurance fraud and crime.
Five Fraud-fighting Core Functions
NICB is guided by an Integrated Business Plan, or IBP, that allows them to adapt to changing market conditions and stay ahead of criminals. IBP is based on the following five operational functions:
Data Analytics
NICB develops, compiles, analyzes and disseminates information to help prevent, detect and deter insurance fraud. They identify and provide data on questionable trends, patterns, entities and organized rings, included NICB's valuable electronic ForeWARNSM and MedAWARE® Alerts, which are integrated into ISO ClaimSearch®.
Investigations
NICB conducts multi-claim, multi-carrier investigations of major criminal activity. Much of their success is due to our network of relationships with members and strategic partners, as well as law enforcement agencies, prosecutors and others who are dedicated to uncovering and stopping insurance and vehicle crimes.
Training
NICB delivers customized, face-to-face training and education at member locations to help companies stay current on the latest insurance crime issues and schemes, red flag indicators and fraud-fighting technologies. Additional training is available through various NICB Academies, as well as the online National Insurance Crime Training Academy (NICTA). They also provide in-person and online training for members of law enforcement.
Legislative Advocacy
NICB's legislative advocacy team leads the property-casualty industry's anti-fraud and vehicle theft legislative and regulatory agenda. They promote statues, regulations and policies at all levels of government to help serve member interests in preventing, detecting and defeating insurance-related crimes.
Public Awareness
NICB creates extensive media campaigns to inform the public, news media, member companies and their policyholders, and the general public about insurance crime issues. They encourage consumers to anonymously report fraud via their website, phone, text message or our fraud tips app. Consumer services also include our popular VINCheck® service, which helps the car-buying public to determine if a vehicle has been reported as stolen, but not recovered, or as a salvage vehicle.
